The HTML manuals are available on the "Oracle Online Generic Documentation CD-ROM". If you do not have this CD-ROM, you can either purchase it from the Oracle Store (USD 9.95), or you can copy them from the Oracle Documentation site at:

http://docs.oracle.com

In that case you will need some handy web site copy utility like "WinHTTrack Web Site Copier" (freeware), because the HTML files cannot be downloaded as a zip-file, but can only viewed on-line.

You can also download the Oracle HTML documentation here:

http://otn.oracle.com/documentation/oracle9i.html

It does require an Oracle Technology Network (OTN) account though, and it's a hefty download (214MB), but you get context sensitive information from 114 Oracle books at your fingertips!
