If you open this file https://github.com/pljson/pljson/blob/master/src/addons/json_util_pkg.sql in the PL/SQL Developer the highlighting and content of the body structure is wrong due to the XML schema literal defined with q'^....^' which is correct and compiles. If one changed the difinition to q'{...}' every thing works fine.

This is indeed a known issue. Only the pairs () [] {} and <> are highlighted correctly.
