"You are not allowed to use PL/SQL Developer on this database"

I just installed version 6.01 and now I am getting "You are not allowed to use PL/SQL Developer on this database" when I try to connect to one of our Oracle 8.1.7.4 servers. I am still able to connect to all other servers. I am using the 9.2 client.
