The issue is worse in a two-windows environment when you have different scale on the monitors and drag the window between them, because they have different resolution:size ratios.

The video that Yeats shared is a very mild re-draw delay. If you have more options open (Objects, Window List, PL/SQL Clipboard, SQL window etc) each element on screen needs to be redrawn. The best way to experience the redraw delay is to grab the corner of the window and make the window larger or smaller.

I have retested my scenario in 16.0.0.2142 and I find the application much smoother than before.

Tabs are switching very slowly on a computer with integrated graphics. Version 16 requires 3D acceleration???
Version 14 works much faster.
