Where is the "toolbar" option on preferences

I jumped from Release 9 to 11 and I cannot find the "Toolbar" option on the preferences.

In Rel 9 was under Preferences / User Interface / Toolbars.
Rel 11 has a way to reset it under Preferences /User Interface / Apperance but this all I can do.

Where can I remove buttons and add ones like in Release 9?

You can right-click directly on the toolbar and choose "customize". I don't know if v11 has exactly the same options as v9 though.
