This happens the first time you execute something in a SQL Window. What happens is that it creates a new session in the database for that SQL Window, if you are using "Multi Session Mode" (which is the default).

If this takes a long time, there may be an Oracle Net configuration issue. In that case, can you go to Help > About, press the 'Info' button, press the 'Copy all pages' button on this info screen, and paste this text into an e-mail reply?
