VCS CheckIn CheckOut Problem

i stand on the package spec and check out ,
(the option add spec and body as one file is check)

when i go to package body and open it ,
the editor is in readonly, but i have only the option to check in and not check out.

(the option "allow editing of database source" is not checked)

The package body should be in the same file as the specification. This is the file that you checked out.
