vcs allow vc over db objects greyed out

I just installed VCS using MS VSS 6.0d and
vcs menu shows up but when I go to preferences the option to "Allow version control over db objects" is greyed out.

Please help Thanks.

Also would like to have this installed in the beta plsql but it just installs to the regular plsql.

This implies that you are using PL/SQL Developer 5.1.3 or earlier. You must upgrade to 5.1.6 or 6.0 to enable this feature.
