V9 - Win7SP1 32bit cannot connect without local admin rights

Hello

Recently I changed operating system for one of employes from Win XP Sp3 to Win7SP1. PL /SQL Developer ver is 9.0.0.1601

On Windows 7 program works fine only when it is run as admin.
If user starts program without admin rights after typing username and password empty message box appears.

My company security policy do not allow users to have local admin rights.

Is there any way to allow regular users use this program?

This is most likely an Oracle Client issue. On Windows 7 you will need to use an Oracle11g client. Can you confirm that you are indeed using an Oracle10g or earlier client version?
