v11: Window-List enhancement not working

According the the new features list, one window-list enhancement is that
"Ctrl-Tab and Ctrl-Shift-Tab now always cycle through the windows in the Window List order"
That doesn't seem to work at all. They seem to jump randomly through my windows and are therefore of no use.

The window-list-enhancement listed before:
"Windows are now always displayed in the same order as the Window menu"
seems to be working correctly though.

It seems to work perfectly fine. I have the Window List open with several opened windows in no particular order. Pressing Ctrl-Tab cycles through the window list from top-to-bottom and back to the top. Pressing Ctrl-Shift-Tab cycles through the window list from bottom-to-top and back to the bottom. This does not work for you?

No, it does not. For me Ctrl-Tab seems to remember in which window I have been last and go there in the reverse order where I haven been before. While Ctrl-Shift-Tab seems to follow the chronological order where I have been last. Not really useful this way.

I just tried this.
I selected the following windows in this order :
1,3,5,7,9,2,4,6,8
A sequence of Ctrl+Tabs while starting with last window still at 8 gets me back in this order to:
6,4,2,9,7,5,3,1
A sequence of Ctrl+Shift+Tabs while starting with last window still at 1 gets me back in this order again to:
3,5,7,9,2,4,6,8

I just tested the same in v10. The behaviour when doing the same as described above for v11 is exactly the same there regarding the window list!
Just the Window list in the window menu shows a different order there.

For me it intermittently works. If I drag a window to a different position, it will start to work. I can drag a window to a different position and ctl+tab to see if it works and often it does. If I repeat the drag and test a few times it stops working again.

As Bernhards test shows, it is the last visited window, that is shifted to with Ctrl+Tab. That is how it works for me.

For me that is the expected behaviour (like Alt+Tab to shift to the last used program in Windows or Alt+Tab several times to shift to 'older' programs). But if the enhancement says that the windows are shifted in the window list order, it should of course work as designed.
