What about PL/SQL Developer and UTFE support?

We have not tested with UTFE, only with UTF8 and UTF16.

PL/SQL Developer is unfortunately unusable
for browsing database objects,
selecting data from tables (must using convert(filed, 'UTF8', 'UTFE')) ...
when NLS_CHARACTERSET is set to UTFE.
