Using sqlnet.ora vs tnsnames.ora

I just started working at this company and they do not use a tnsnames.ora file on the local machine. They use a sqlnet.ora file that points to a tnsnames.ora file on some server. I need to know how to setup PLSQL Developer so it knows to use the sqlnet.ora file to find the tnsnames.ora file on that server. I want to access. I don't know alot about using sqlnet.ora so any help would be great.

My problem is sometimes when I query a table I get the message ORA-12154: TNS: could not resolve service name and I have to close out of PLSQL Developer and open it back up.

I am using version:
Version 5.1.6.747 (MBCS)
01.14132 - 1 user license
Windows XP version 6.0 (build 2600) Service Pack 1

We use the TNS_ADMIN environment variable to point to a network disk.
