Type "if", press tab, get window

I recently downloaded a trial copy of PL/SQL Developer 5.1.6.747. When I try to type new code in a procedure editor window and type "if" and press tab, a window of keywords appears. It has 2 entries: "if" and "ifempty". At this point I get stuck. If I double-click the "if" it returns the cursor to immediately after the letter "f". Same if I close the window. I tried unchecking the SmartEd 2.0 plug-in in the configure plug-ins, but the problem remains. I also tried unchecking the "Automatically Activated" in the code assistant preference, but to no avail. What am I doing wrong?

This must be the SmartEd Plug-In. Did you try to restart PL/SQL Developer after disabling it?

I don't think that I did. In any event after that day I have been unable to recreate the symptoms.
