The specified module could not be found

I just installed Delphi 10.1 Berlin and I am trying to install the latest version of Direct Oracle Access. The install said the package was installed but it is not in the list. When I try to install manually, it gives me the message "The specified module could not be found". I added the DOA install directory to the library path and browsing path.

Any ideas?

Is there any additional information about the module?

It does not give any indication of the problem module. The only other thing it says is Can't load package E:\DOA\doa41d10.bpl

This is the first thing I've tried to do since installing the new Delphi. Could there be some option it requires that I did not install?

When exactly do you get the error? During installation, when the Delphi IDE is starting, ...?

No, it is when I try to add the doa package in install packages.

Could this be because something has changed with Delphi 10.1 and the product as is will only work with Delphi 10?
