I'm using version 7.0.1.1066, and I've finally tracked down the how and why of a problem I've been dealing with. I normally don't have the templates window pulled up. I open it when I need a template, and then close it once I'm done.
So when I go Tools->Template List, the window pops up, partially covering the browser. I drag my template into my SQL window, and then close the template window. Now the area of the browswer which was underneath the templates window is "whited out," and the browswer is no longer scrollable, selectable, etc. I can still pick from the schemas dropdown, but it doesn't do any good; the browswer is pining for the fjords. If I alt+tab to another app and return to PL/SQL Dev., the browswer contents are completely gone, save the schema dropdown. If I close the browswer and open it back up, still no good. I have to close down the app in order to restore the browswer.
