Tab Characters in Programs

I have updated my Editor preferences and unchecked "Use tab character". But when I add and change lines in programs tab characters get inserted. Am I using the wrong preference? How do I make indents in my programs without tab characters?

If the "Use tab character" preference is disabled, you should not get any new tab characters. Can you let me know exactly how the tab characters appear?
