Strings with ampersands are seen as substitution variables during compile

I am trying to compile a package that contains ampersands within the code. Is there a toggle box in 'Preferences' that allows me to turn this off (set define off)?...Or...do I have to compile my package in a command window and use the 'Set define off' command?

Which window type are you using to execute the compilation (SQL Window, Program Window, Command Window)?
