This may be a Window Manager Plug-In related issue. Can you disable it and try again?

I went to Tools>Configure Plug-Ins and disabled the following plug-in

PL/SQL Developer Window Manager Plug-In version 2.0.0

Please download a newer version - 2.0.1.

That did the trick. The file "WindowManager.dll" dated 9/26/2006 works with pl/sqldev v 7.1.1.1339.
