SQL-Developer Update 6-->7

We have downloaded the last (7.02) Version from SQL-Developer. After enter the Product Code, we have got the Message "You are not allowed to install the product". Have something changed since version 6?

This indicates that the Annual Service Contract for your license(s) has expired, or that you do not have a service contract. To upgrade to 7.0, you can purchase a new Annual Service Contract, which entitles you to receive updates and technical support for the period of 1 year.
