Setting keys, how?

I want to set ctl-up arrow to Editor: Scroll Up and ctl-down arrow to Editor: Scroll Down, but PLSD is not letting me.

Ctrl-Up and Ctrl-Down can indeed not be assigned. You would need to add the shift key.
