Saving Window Arrangement

is it possible to save the arrangement of all windows
(Command, SQL with Statements) in PL/SQL Dev?

just try Window->Save Layout

Or Tools > Preferences > User Interface / Options > Autosave Desktop. Now the window arrangement will automatically be saved when you close PL/SQL Developer.
