5.1.4 is a patch release, and does not contain any new PL/SQL Beatifier functionality. This will be introduced in 6.0 early next year.

Will current owners, who purchased in the last half of '03, have to pay to upgrade to 6? If so, will it be a graduated amount?

Yes, you can upgrade for the price of an annual service contract.
