Refactoring package name should change header and body

I just used the refactor function to rename a package.
The function applies the new name to the actual name on top and to the "end" at the bottom of the editor, fine.
However, if I use the refactor function in the body part of the package it does not affect the header part and vice versa.
Header and body are both in one file, so I would expect that refactoring changes both parts.
