Recall SQL = Modal Window

WHY OH WHY did you guys have to make "Recall SQL" window MODAL ???
Please explain because it just doesn't make any sense...was this a technical issue ?

oh yeah, why didn't I think of that
ummm maybe, just maybe, sometimes some dumb user like me doesn't want to recall anything but just wants to "browse" thru past statements (e.g. to see what poo-poo he did) ?
