Problem with preferences and other

Hi,
This might be a simple question.

I'm new here and got the PL/SQL developer installed.
Version 7.1.5.1398 02.54046 - Unlimited user license.
However some of my features like preferences, beautifier and others are disabled.
Why is that and what should I check/modify in order to get them?
