problem with connect for a remote internet server

I need to connect an oracle database in a Internet server. I know all the parameters (ipaddress, user, password...) but I'm not be able to connect me from a remote client. also the sqlnet doesn't works!
what are all the parameters to consider to do this action?
How can I do?
