Problem on Windows 7 with instant client

Does PL/SQL Developer 8.0.4.1514 work on WIndows 7 32-bit with the Oracle instant client?

I have the 11.2 instant installed in C:\instantclient_11_2 and made the following settings in PL/SQL developer:

Oracle Home: C:\instantclient_11_2
OCI Library: C:\instantclient_11_2\oci.dll

When I attempt to log on I get an error:

Access violation at address 05E91677 in module 'OraOCIIUS11.dll'. Read of address 0000007C.

Yes, this should work. Is C:\instantclient_11_2 included in the PATH environment variable?
