problem in login the PL/SQL & SQL*PLUS

hi all,
I m unable to load the PL/SQL developer properly. can any one tell me how to load the developer. i have purchased a pl/sql book of Oracle Press. it has a CD with 6 developer in it but thse are expired.
i have loaded PL/SQL developer too but i have problem in login it so plz help me . i m unable to go ahead to learn pl/sql, i m helpless.

what is the procedure for loading this software and what are the files i have to load from this web site.

i have formated the PC due to the oracle is not login me in it. wot is the reason.

wen i start sql*plus it pop ups a error message
ora:12203 : tns :unable to login the destination

You need to have access to an Oracle database (either installed on your PC or through SQL Net to some other computer).

Your tnsnames.ora needs to point to this Oracle.
