Not sure if the issue is the large monitor in portrait mode, or if it's because of dual monitors, or both, but on the Portrait monitor (my primary), certain features (e.g. Create New Table), take about 20 seconds to load - it redraws the screen (screen flashes), about 7 or 8 times - each slowly.
Synchmaster 2004T in Portrait Mode
1200x1600 - 32bit colors
NVidia Quadro NVS 280 PCI
PL/SQLDev ver 7.0.2.1076
WinXP
It seems to help if I "Disable XP Style", but still a little slower than normal.
