Is it possible, with a plugin, to add items to the WindowList popup menu? Does IDE_CreatePopupMenuItem support it?

You can create popup items for the popup menu when right-clicking in a window. You cannot create popup items for the context menu of the window list though. I have added this to this to the list of enhancement requests.
