Plugin Development - Install Path

I am developing a plugin complete with installer.
The plugin docs state I can get the existing PL SQL Dev install path from HKEY_CLASSES_ROOT\PL/SQL Developer\Shell\Open\Command in the registry. I think this is outdated as this key does not exist in my version (v16).

Can you recommend the new way to do this that is compatible for both the 16 and 32 bit installed versions?
