I seem to be expericing speed issues with plsql doc since upgrading to the new version of plsqldev and plsqldoc.

Are there any known issue i have a lot of objects which i want to provide documentation for, if I select a few at once and create the documentation plsqldev locks up? Is there anything I can try to speed it up, could plsqldoc also cause any strain on oracle?

The latest version should be faster. We have improved its caching mechanisms.

You mention that it locks up. Is this a different problem, or is it a description of the speed problems you are experiencing?
