PL/SQL Developer upgrade

Hello.

I have strange problem .. when i try to upgrade PL/SQL developer, I run installer which deinstall old version and during that I got :

Error 1303. The installer has insufficient privileges to access this directory: C:\Program Files\PLSQL Developer 13. This installation cannot continue.

When I restart windows and re-run installer, everything goes well.

Any clue what is wrong?

Directory remains empty, can't be deleted and even as an administrator user I can't access inside C:\Program Files\PLSQL Developer 13

Windows restart fixed everything.
