PL/SQL Access Violation at Address...

I received a new laptop today and am trying to establish a connection to our IFS10 Dev database using PL/SQL v.13.0.3.1902 (64-bit) like I have on my old laptop, but I keep getting this error:

Access violation at address 00007FFE2436BA24 in module 'OraClient12.Dll'. Write of address 0000000000000018

I do not get this error on my old laptop.

I have Oracle Client 12.2 (64-bit) installed, and I have the elf file the error generated if it helps.

Any guidance would be appreciated.

I do not see this error logged in the log file. Can you send me a screenshot of the error, and also let me know when exactly it occurs?
