"Per named user" licensing

Our company is going to buy 20 users license for our developers.
But we can't clearly understand how "per named user" will work for this product.
What if user no longer needs PL/SQL Developer license? Could we take back his/her license and appoint it to another username/person inside our company?

You can indeed uninstall PL/SQL Developer for the user that no longer needs it, and install and register for the new user.

So, If we have a terminal server for all users, what should we uninstall? Without removing application from server. Is there any option to "uninstall :grin: a user from SQL Developer? And "install" a new one.
Or it just works as concurrent licensing product ?
