Pasting text on the work area will create a new SQL Window when no window is available

Hello
When i paste some code to PL/SQL without opening new SQL Window, then new SQL Window open and I can execute and modified code, but when i close application then no question "Save changes to SQL Window" shows up. Application close without any question.
