Parallels: Active window switches

I've been having a curious and slightly annoying issue for some time: I'm running PL/SQL Developer in Windows 10 under Parallels on my Mac. PL/SQL Dev is set up as SDI (but it's the same with MIDI).
After using the VM a little while, whenever I switch out of it and to an OS X application and switch back, PL/SQL Dev switches the active window, just as if it is pressing CTRL-Tab a few times. This takes a few seconds and, needless to say, you're a bit disoriented at first. It doesn't happen when the PL/SQL Dev is recently started. And it only happens when PL/SQL Dev is the foreground app in the VM (which is basically all the time, as it's the only app I use in there).
I've done a little bit of testing with Toad (in the VM), but have so far not been able to reproduce the problem there.

Anyone with a clue about what's going on?
 
Now - this has gotten really annoying. The only option I have is to work at one file at the time, because then there are no windows to switch between.

I've not been able to reproduce this behavior in other applications like Toad, so it seems to be a a PL/SQL Developer specific problem.

I've set up a brand new Windows 10 VM and the problem occurs there as well.

It's almost as if PL/SQL Developer picks up some kind of system-event and refreshes the windows in an over-eagerly manner. This behavior has been going on for some months, but has progressed a lot lately. I've been installing the updates as they have come out and used the beta this fall.

I just did a brief test of version 12, and it seems that this is version 13 related. (flickers on 13 - not on 12).
 
After spending a couple of days, working on version 12, I can confirm that there's something that has changed in version 13 regarding refreshing of windows. I have no flickering issues with version 12. Until that's sorted out, I can't user version 13 (and thereby my support contract).

Hope you find out what the issue is and fix it, so I can upgrade.
