ORA-12538 error on start

Hi all,

after I change my PC, I've install PL/SQL Developer again. Since that I cannot login to the Oracle. After I write the login data I allway get the error
"Error while trying to retrieve text for error ORA-12538".
No login is possible ... please help me to solve this problem! My new and old PCs have the same environment (Oracle Client and PL/SQL ver 5.1.2.682). On my old PC is no problem to login ...

There is obviously something wrong with the Oracle installation, as it os not even able to retrieve the actual error text. Can you go to Help > About, press the 'Info' button, press the 'Copy all pages' button on this info screen, and paste this text into an e-mail reply?
