ORA-12514 using 7.1.1

Don't know it this is a common problem but since
I installed ver 7.1.1 i got always
ORA-12514 error (and this does not happens using sqlplus and pl/sql developer 7.0.3 ...)
Maybe there is a misconfiguration problem in my PC

Maybe this is an environment problem. Can you go to Help > Support Info, press the 'Copy all pages' button on this info screen, and paste this text into an e-mail reply?

I think my problem is not only pl/sql developer version cause last Windows patches i have installed caused another problem: listener cannot reach my local oracle service. If I tnsping my service command hangs ...
I will ask for help as i will have a more precise situation description of my configuration
