"Open With...." opens separate instance of program

Is there a way to preventing Windowns from launching a new separate instance of Pl/SQL Developer when ones opens a file via Context Menus "Open With..." ?

I don't know but double-clicking isn't irrelevent to me - because d-click opens the sql file in text-editor, that's the way I want it.

It does happen when double-clicking too.
