New Program drop down is blank

Version 15.0.2.2054
The New Program drop down that use to have New Procedure, New Function, New Package now only has Blank.
If I right click on Package and select New and add a package name and purpose the $OSUSER, $DATE, $TIME are not being updated.

This would indicate that the "Program units" folder from the Template List is empty or missing. Can you verify this?

No the program unit templates directory is there and it contains all the usual objects. It's as if the program doesn't know where that directory is.

I installed the software for me only, could that have something to do with it?

It should not matter. Can you go to Preferences > Files > Directories and check if the "Templates" directory is set?
