New Package assistent missing ?

If I in the browser window right click on "Functions", "Procedures", "Packages" or "Types" and then click on "New" nothing happens.

The assistens shows up as usual with "Tables", "Users", "Roles", and "Synonyms".

Version 7.1.4.1389
Oracle 10.2 and 11
Windows 2000

Am i missing some configuration setting or is it a bug?

Are you using a language pack?

I have no language packs and no plugins.
