"New Instance" button not listing crash recovery files

I had 4 instances of PSD running. Laptop goes does down.

Start up first PSD instance via link in Start menu. PSD lists the crash recovery files for me to select from.
Start up second instance by clicking the New Instance button on toolbar within PSD. No crash recovery file list is provided.
Startup third PSD instance via link in Start menu. PSD lists the crash recovery files for me to select from.

It appears that the New Instance button starts up PSD differently than the link created by the installer.

The "New Instance" function does indeed not process the crash recovery.
