new command line parameter: suppress loading saved layout

I would like to recommend adding new command line option which suppress loading layout. This would be useful when I would like to start a new instance without adequate network connection and saved layout includes Program window elements. In this case application tries to connect to database implicitly and I got error message due to lack of network connection only after a long delay.
