multi-row tabs change order

Windows 10 (64-bit) Build 14393

I am use 'multi-row tabs'
When there are many tabs open and more than one row is obtained.
Selecting the active tab changes the order and structure of the entire row.
How can I lock the tab position and not change order when I change the active tab?
