Modifying Date Format in Templates

I would like to change the current date format of the date template variable. Currently it is using m/d/yyyy, whereas I would like to use dd/mm/yy. My version of the Developer is 5.0.3.527.
Does this depend on Oracle's default date format, or is there a way to specify the desired format?

The date format is controlled by the Windows Regional Settings. You can change this through the Windows Control Panel.
