Modeless window from a plug-in

it possible to display a modeless window from a plug-in in windows list? There is a problem with modeless window - if window is not closed at the close of pl/sql developer, then pl/sql developer hangs. The apparent closing of the windows in the events ondeactivate and OnDestroy not help. In the examples, there is only call a modal window. Development environment - delphi

Modeless Plug-In windows are not supported. They must be modal.
