Steps to reproduce:
1) Go to Tools->Preferences and select Oracle->profiler. (This is to ensure that the Preferences aren't already on Logon History as a starting point)
2) Click Cancel. (If you were on Logon History, you would be prompted to save, as you'll see).
3) Go to Tools->Preferences and select Logon History. Don't change anything.
4) Click Cancel. You are not prompted to save changes.
5) Go to Tools->Preferences and select Logon History. Don't change anything.
6) Click Cancel. You are now prompted to save changes, even though nothing changed.
This ONLY seems to happen when starting with Logon History. Doing the same test with any of the other preferences does not prompt to save.

(I have the passwords to all non-production accounts in the Logon History and I quite often look them up this way for logging in with other Tools i.e. Forms. So this is another one of those extremely minor annoyances.)
