Key Configuration hot keys are acting very strange in v11 and v14

I just got a new Thinkpad laptop and in the editor, if I press Crtl/C to copy the next time I press any key I will get the C ( upper if caps on, lower if not).

the same for Crtl/V the next keyboard press will be the V... same strange behavior for all the key configurations that start with a Crtl.

I have just 1 Personal prefences. I ran with DebugSQL, open new sql, type wade, double click wade, press Crtl-C. rmb off of wade to deselect it, press the space bar and I get a 'c' after wade = wadec

Any help is greatly appreciated, this is very frustrating to not be able to at lease copy/paste.

Can you start PL/SQL Developer without connecting, go to Help > Support Info and send the text from the "Info" tab page to support@allroundautomations.com?
