Issue logging into P/L SQL Developer

I have been using P/L SQL Developer for a couple years now and 2 weeks ago it started to require me to enter my Product Code and serial number each time I login. It also gives me an error regarding User pref issues. Error message below. Does anyone know what the issue is. I uninstalled and reinstall and same issue continued.

Error #1:
Error wrinting Preference file:
C:\Program Files\PLSQL Developer\Preferences\Default\Default.ini (I click OK)

Then,

Error #2:
Preferences Cannot be stored!
C:Program Files\PLSQL Developer\Preferences (I click OK)

It asks me to register the product. I do and get the Registration successful message. (I Click OK)

Error #3:
Error wrinting Preference file:
C:\Program Files\PLSQL Developer\Preferences\\Default.ini (I click OK)

The Oracle Logon screen opens and I enter my username, password and DB. (I Click OK)

Error #4:
Access violation at address 77C88C42 in module 'ntdll.dll'. Read of address FFEC0018 (I click OK)

Asks me for Logon again. Sometime is lets me in sometimes not. But I cant find any consistency with it.

Has someone see this before?

This does not happen out of the blue. Did you upgrade?

Can you go to Help > Support Info, press the 'Copy all pages' button on this info screen, and paste this text into an e-mail reply?
 
Seeing those first 2 errors I tend to think this is more a question of the underlying operating and/or file system. Consider checking if the rights to the files in the PSD folder are set correctly? Even a checkup of the entire system (HD etc) might be in order ..
